Things get really weird if you are super aggro as the Soviets. Declaring War on Germany in 1938 basically causes the AI Politics to commit suicide. Because the Allies don't have Poland to guarantee since I annexed it in '37, they have stayed completely out of the war. The war goes as follows...

I think I read somewhere that that was just an issue that came from the capital being the province with the most VPs. They assigned more VP to that province than the actual capital, so it became the capital.
