That would disrupt rearmament. They'd have to design and start producing the car in the early 1930s but then would run into the very serious problem of being able to afford the fuel imports for all those civilian cars. They only way this would be doable is if the Not-zis and Not-ler decided not to start WW2 and rearmament was ended in 1936 per Schacht's wishes and allow him to continue to run the economy as he saw fit.
If they went OTL route they wouldn't promise motorization at all and not even build the Autobahn and instead focus on refurbishing the Reichsbahn. That and standardizing military trucks much earlier.
