The Premise is that, Instead of Staying Communist, Cuba also succumbs to the revolutionary wave then happening in Eastern Europe and democratizes.

I'm no expert, but if you can keep Chavez from being elected in 1999 Venezuela, the Cuban regime might be forced to democratize by 2005...
Now, a timeframe to ensure it happens in the early 1990s like Eastern Europe... no idea
