WI no Sunday schools

The Sunday Schools in the UK were the first to ever bring literacy to the lower classes and helped bring about the idea of universal education. But when they first came about many in the government (both conservative and liberal) felt that they should be shut down and that the lower classes should not literate.
What if due to this thinking, the sunday schools were shut down by force?
 
That could turn out to be a major mistake. I could also see this leading to class warfare once Marx and Engles establish themselves in London....
 
Remember, the United States had a Sunday School movement as well.

I think Christianity, in the long run, would have had a lesser impact on the lower classes of Trans-Atlantic culture, maybe giving way to a much more radical strain of Marxism manifesting itself in the trade-unionist movement.
 
This would backfire so thoroughly on the British Government it's not even funny, if they force education of the poor for free into illegality all that's gonna happen is that the teachers they do get (and it be done illegally anyway because literacy is so valuable to someones life) will tend towards several varieties of radical leftism and anarchism.
