WI foreign powers don't intervene in the Spanish Civil War

What would it take for foriegn powers not to aid opposing sides in the Spanish Civil War, or only aid them minimally? If so what would happen?

The Communist influence over the Republicans would be lesser. I don't know if there would be any significal changes on the Nationalist side.

They lose a hell of a lot of equipment and manpower.
