WI: A world without HIV?

So I was wondering now...
What OTL standards of level would the worst affected regions have without HIV?
Especially pondering about Botswana (favorite African nation), because they are really doing great.
Outside of the giant HIV problem that is.

An interesting one.
Countries with a history of dysfunctional or uncaring goverments appear to have fared worse on the map of HIV prevalence.
It looks likely that the two go hand in hand - AIDS and HIV create population health issues that have economic impacts, while economically weak countries can't (and uncaring governments won't) intervene with targetted health care. As soon as you have one of these conditions, the other(s) is more likely to follow, and even a wealthy well run country would have a hard time breaking the cycle.
Add in that economically weak countries tend to generate a lot of economic emigrants, and you also have a recipe for spreading the virus, especially if neighbouring countries have similiar issues that hinder effective healthcare.
