As one user pointed out, no 9/11 as Osama will not have been disillusioned. He was disillusioned when the King of Saudi Arabia allowed American forces to be stationed in the Kingdom, something he saw as disrespectful towards Islam. The King also turned down his offer to use Soviet-Afghan mujahideen vets to fight Saddam's invading army.

The question now is, will the U.S. still suspect the Iraq will be developing WMDs? Or could Iraq even have nukes in this alternate timeline?

And an improved one. The Iraqis planned to replace their F-1s with Mirage 2000s, and their MIG-23s with SU-27s.

Another motivation for 9/11 was US backing of Israel; it may have happened anyway. Despite his disillusionment with KSA Osama struck the US.

Sure. But without a gulf crisis in 1990-91 US options in dealing with them may have been more limited.
 
We likely won't see the post gulf war regional conference which spawned the Oslo peace process. Arafat remains marginalized. This may allow the local leadership to take a more prominent role in starting negotiations with the Israelis. Anti missile systems get delayed as the example of SCUDs over Israel lit a fire under the programs. They still get developed as the Iran/Iraq war demonstrated a need but maybe with less urgency.
