what if De Re militari was never written

De re Militari was written near the end of the western roman empire in a way to reform the military. His reform were not used until the renaisance and changed the way the military worked in Europe what would have happened with Europes Militaries and subsequent history if this book was never written.

I'm assuming you mean Vegetius Epitome? In that case, given that there is a continuous transmission of the text in use, we would most likely see another author raised to this honour. Perhaps more by (pseudo-)Hyginus survives, or we get something from Frontinus?
