West Berlin Lost Without WW3

Throughout the Cold War, West Berlin was the part of berlin occupied by the Allies, and never fell. The Russians exerted pressure, and blockaded it, but it remained firmly in Allied hands. Was it possible for the city to come fully under Russian control without a war? Or was it impossible? PODs before the end of WW2 are allowed, or even before the beginning if you have a way.

i remember reading about a plan to evacuate the west berlin population to west germany, and trade the area to east germany for some land along the border.

By the time Berlin was blockaded The USSR was the bad guy. Letting it take WB with out would make our other allies would be political suicide. The next election ,would be a landslide and WB would be retaken. Remember we had all the big toys.

Well the soviets could just not allow the western allies into the city in the first place. Though that would probably lead to an earlier cold war. The line of contact might become the new border between East and West in Europe (mainly differences in Austria and Germany). Also the Soviets might not attack Japan so the pacific war could take longer or Korea could be completely in US hands, you know butterflies and stuff.

Probably the best possibility, but what reason did they have OTL? And what would be needed to change their mind?
