The attempted assassination of Thomas Marshall

I realize that Marshall himself may not have been targeted but what if he had been there when the bomb went off? It was 1915, there was a war on and the bomber did say that he wanted to stop the financing of the Allied war effort. Would this have spurred America to get more involved in the war? How would this have effected things? Who would be the Democratic Vice Presidential nominee in 1916? Who would win? If Wilson would the new VP be more forceful in asserting himself when Wilson had his stroke?
 
I have a hazy recollection that Newton D Baker was mentioned as a possible replacement for Marshall, before it was decided to renominate him/
