Second World War: Victorious but weakened USSR?

Assuming an Allied victory in the Second World War with all of the major players in the Axis and Allies the same could the Soviet Union emerge on the winning side but much weaker than in OTL?

The Forest Brothers, could prove to be a drain on the soviets if they were more successful. Perhaps if other guerrilla movements popup all over Eastern Europe, the Soviets could be weakened. I'm thinking Poland, Hungary and Romania all have potential.

If Romania stayed, like Hungray in the war longer, the Russians would as a result have incurred more casualties.

The Soviets could also make the mistake of invading Finland, instead of peace deal, which would cause more casualties as well.

Also more German success in the war would of course have weakened the Soviets. Perhaps a German victory at Kursk, but still a Russian victory in the war.

Perhaps if the Germans are able to do more damage to Soviet infrastructure. If the luftwaffe had a good twin engine medium to long range bomber then bombing raids could have been conducted on Factories Behind the Urals. Also in OTL very few bombing raids were carried out on the Baku oil fields due to Luftlotte 4 being completely obsessed with Stalingrad. Perhaps a serious bomber campaign to totally destroy the oil fields and render them unusable for a while would do the trick.

German victory at Kursk? I've heard it said that if you unwinded all the anti tank ditches the soviets dug around Kursk they would stretch from Moscow to Berlin. Victory at Kursk is impossible.
