I suppose the obvious thing would be to have them put off Catholic Emancipation efforts for a while, as that's what ended the Ministry IOTL.
Having Fox live a bit longer might improve things, too. I can't say whether that would make the Ministry last longer, but I know Napoleon had great admiration for the man.
