Question: Name of an OTL Anti-Monarchist Spanish Revolt?

I've been trying for a while to find the name of a revolt that happened in Spain during the earlier modern period. I don't remember the details much or even the city it happened in, but I think the King at the time was away in the Netherlands.
During the rule of the Royal representative the city revolted (over taxes I think) and set up a civilian government. If this sounds at all familiar please point me in the right direction. Thank you.
 
The Revolt of the Comuneros of 1520-21?
Though that one wasn't entirely anti-monarchist: the Comuneros supported Juana the Mad, if only as a formal protest to "that Flemish stranger", Charles.
