I have often heard of Russia's plans to reform the Army (and economy, specifically railroad development?) in the years before WWI. As I understand, the general idea was that the plan would be complete by 1917-which, of course, was impossible because of the war. Could anyone point me to some sources where I might find information about what was entailed in this program? I know absolutely no details about it, simply that the idea existed. Was it implemented in any way?
