Political Effects if the Civil War is dull

Like, say only the pre-Sumter states secede, or Texas or Virginia or Tenesee or all of the above don't secede, or Lee becomes a Union general or somthing. Whatever the cause, the effect is the confederacy is defeated in a year or two, being not nearly as successful as OTL. Therefore more political power is still in the south and it isn't thrashed nearly as much. How would this effect the Union after the secession threat is gone? No reconstruction or a mild one thows a huge wrench in America's OTl developement. Slavery is probably still intact, but on a fast track to abolition.
I'm checking the plausibility of my timeline-in-progress.
Oh, and for this cause-effect issue here, assume the civil war still happened between 1848-1880. Extra points if Lincoln is president during, or if republicans are in power. Bonus points for getting a democratic president as soon as possible after the war.

Indeed, indeed. Sans the backlash against Radical Reconstruction, the Black Codes may stay in effect longer, but by virtue of that, we may never see Jim Crow Laws enacted in the first place.

That's the great debate. I've seen it proposed either way. I've also seen it proposed by one historian that without the "great crusade" of the ACW that peaceful integration and racial harmony would be impossible due to lingering bitterness by African Americans, though that's rather more extreme than most assessments.

In truth its anyone's guess whether the ACW made equal rights more or less possible than OTL. Probably both and neither. Made some areas easier (14th Amendment, et al) and in some areas worse (southern revanchism and northern war-blame against African Americans).

Would that be true? Without the Deep South the Radicals still have a majority in Congress. They could do what the Dems are doing now and force through any legistation they want.

The Republicans would have a majority in Congress, but only some Republicans were radicals. Without as long a civil war, the radicals probably would not be as large a percentage of Republicans.

First of all the 14th Amendment might not get passed without a long Civil War.
It was the initial failure of the reentered Southern States to pass the 14th, that lead to the [Illegal] imposition of the Military Governments in the Southern States.
The new Military governments rammed thru acceptance of the 14th.
However by the time they did this,Several Northern States had passed Bills taking Back their confirmation of the 14 Amendment. The congress ignored these Take Backs and announced the Passage of the 14th. The Supremes Refused to Hear Illinois' and Ohio's Case against the Congress and the 14th became part of the Constitution.

However with a shorter War would the same 13th, 14, 15th, Amendments be proposed/passed by Congress in 1864.
With several of the Southern states having not joined the "Great Lost Cause", Means they can't be Disenfranchised like OTL's States Were.
They will Moderate any harsh Measures, Congress would try to impose on the 8?~9?* Rebellious states.

A Shorter [Easier ??] less Destructive War, Probably won't have a Emancipation Proclamation. So the Status of The Slaves will back in Congress, with the Returning States having a voice in the Debate,

After 1.15 they list the states in Order of leaving. Virginia is #8 and NCarolina is #10

Many Republicans were turned by the extended war into being Radicals. Most Republicans in TTL would remain moderates.
 
summter is surrender peacfully before lincon is inagurated, and we can look at 7 states that has left the union. South Carolina, gerorgia, alabama, mississippi, florida, louisiana and texsas. We have several pro confederacy/slave still in the union: n.carolina,virginia,tennesse,arkansas,maryland,missouri,kenntucky and delawer
all of these states and new jersey did not vote republican in 60-
