Otl the japanese in wwii had planned to drop plague on san franscisco but surrendered before it was scheduled to be dropped. Say they dropped it earlier. What would US reaction be?
It wouldn't do too much, especially given the fact that San Diego was a major city with a major military presence. Quarantines and antibiotics would have been able to effectively halt the spread of the plague.
