No USA, who finishes the Panama Canal?

The French effectively were not able to finish after 1894 when the Compagnie Nouvelle du Canal de Panama took over basically to just keep the minimum requirements to hold the rights from Colombia and to keep the machinery operational for sale purposes. So, if there's no USA to come in; either from not wanting to (a different President, more isolationist, instead of OTL Roosevelt for instance) or because of a failed Union. Who steps in? Do the British? Germans? Maybe the Dutch step in? Maybe the Japanese?! How long does it sit there? Can the French eventually get their act together? The French successfully before then had built the Suez, but eventually the British stepped in to take over; could this happen again?
 
I would guess the British would build a canal because it would grant them ability to transfer The naval forces more quickly.
