If Mince meat is not swallowed whole then this does have repercusions for example troop dispositions would return to pre mince meat so that the armoured units in that area would have ended up in Kursk as planned
Secondly at Arnheim detailed plans were found in a wrecked glider... If the Germans are used to suspecting 'plants' then maybe this find is not believed.

According to Wikipedia they didn't buy it in OTL either. You have to figure the Germans caught on to Mincemeat by the time the Allies were halfway to Palermo.

You'd have to handwave away the general incompetence of the german military intelligence to make them not belive mincemeat.
