Maximum possible Scottish population

Pretty sure this would require a pre-1900 POD so here goes.

Given recent political events, I have come to the conclusion that the union between England and Scotland is inherently unstable because England is just so much bigger than Scotland population wise. From a 'British' perspective this isn't a problem, one man, one vote and so forth, but from a 'nationalistic' perspective, Scotland's going to seem to be getting short shrift unless some kind of patently unfair settlement is imposed on the English (West Lothian on steroids). So what POD would be required to give Scotland alone (or even the rest of the home nations combined) a population approaching that of England? Is it possible at all? And would this be better or worse for the union? What would be the effects on the rest of the world?
 
Well, one usual way is to some how attach the North of England, various bits of which were at points controlled by Scotland, although not for a while. That would perhaps bolster the population of Scotland by several million as well as the carrying capacity. I guess it is also possible they could remain Scottish without really disturbing England proper

If you could somehow make a Scottish city the Capital of the UK, perhaps migrants gravitate towards there as in OTL they would tend to go to London? This would provide a significant boost to the population. If parliament was based in Edinburgh, then that would change the mindset of being 'ruled from abroad', perhaps then it's the English who have the seperatist movement?
