To add some context: Spanish South America would be an analogue 'loyalist colony' as IOTL Canada, but in South America. The North American Federation comprises former British, Germanic, Spanish and French colonies, even if some of them like Acadia, Newfoundland, Acadia or Florida were still retained by their corresponding colonial powers.
The surviving Byzantine Empire has also established some colonies across the Indian Ocean.

Austria would just be the same as OTL, maybe without the occupation or a smaller one with fewer countries. I actually considered giving Austria their own zone in Germany but figured I had enough. Italy gets a slice since they defected from the Axis, also, I intended for each zone to become its own country, not get annexed into the occupying power.
