Senator Ralph Yarborough of Texas was the only Democrat from the former Confederacy who voted for the act. In the House there was Representatives Claude Pepper of Florida, Charles Weltner of Georgia, Richard Fulton and Ross Bass of Tennessee, and Jack Brooks, Albert Thomas, Jack Pickle, and Henry Gonzalez of Texas.
