How were the plans "somewhat mad"? Would they have been very expensive?

If they do go through, might we see some proto-dispensationalism claiming this is the sign of the End Times and thus Julian is the Antichrist?

That could make things problematic for him...

Given how the depletion of Roman troops in one of the usurpation attempts occurred before Julian's reign, this might not be butterflied away.

I can imagine Julian's Christian enemies trying to claim this is a sign God is displeased with Julian's paganism and promotion thereof.
