Japanese-Korean war of 1873

In 1873 Takamori Saigo, hero of the civil war that produced the Meiji Restoration proposed provoking a war with Korea and sending an army predominantly composed of old style-samurai, in order to give that class something to do, at a time that a sizable portion of the Meiji-leadership was off on a fact-finding mission in the West. These latter on their return managed to put a stop to this scheme. Sigo resigned and ended up heading the Satsuma Rebellion 4 yrs later.

WI he had prevailed however?

How would the japanese campaign have gone? International repercussions?
