Help me remember a book's name

I read a book once, and think it might have been a series/more short stories in the same setting/universe.

Essentially, humanity has expanded into the universe, but has one governemnt, and anyone with aggressive tendencies is arrested/quarantined for their own good.

So humanity has no weapons. But a ship exploring the universe makes contact with anoth alien species which then attacks this helpless unarmed ship before a crewmember of the ship uses the ships photon engine as a weapon.

When the ships gets back, the records are classified and hidden, and the report is considered rediculous by the government as no hostile species can possibly exist.

A few people learn about this and plan in secret a defense strategem against the aliens.

When the aliens arrive the plotters use mining platforms and mass drivers to repel the invaders.

Ha! It WAS Niven!

I thought it was but when I checked my bookshlef none of my Niven books had it, so I thought I was wrong. I think my local library has the Man-Kzin Wars...
