You can always appoint a Hapsburg as a philippine Governor General under Spanish ruleehich would qualify as ruling over the islands.

If you want an independent, the colonists rebelling would be a nice pod then putting a Hapsburg monarch at the throne. However, considering that the name of the Philippines varied the earlier you go, and your pod not later than Spanish war of succession, you may have a different name for philippines from San Lazaro, new Castille, new Asturias, Islas de poniente, Islas de oriente, or retain its Chinese name Mai.

But considering that the colony would be more advanced than its Asian surroundings and Europe is not yet in full scale colonization of Asia paired with a Hapsburg monarch, it might be named into just eastern empire or empire of the indies controlling from Formosa to the north to Australia to the south.
