Greatest possible degree of autonomy for Ainu people?

With a PoD in the 20. century, what is the best possible outcome in terms of self-governance for the Ainu people, whose traditional lands include Hokkaido, the Kurils and Sakhalin?

ww2 goes differently and the Soviets end up controlling Hokkaido, then they set up an Ainu peoples republic in the hope of preventing any desire for reunification with southern Japan.

Ainu ASSRs would almost guarantee it wouldn't, in the event of a Soviet breakup, though there is a slight chance of the Soviets creating an SSR instead. Not a whole lot, but Soviet leaders have done very arbitrary things.
