Greatest possible degree of autonomy for Ainu people?

With a PoD in the 20. century, what is the best possible outcome in terms of self-governance for the Ainu people, whose traditional lands include Hokkaido, the Kurils and Sakhalin?

Ainu ASSRs would almost guarantee it wouldn't, in the event of a Soviet breakup, though there is a slight chance of the Soviets creating an SSR instead. Not a whole lot, but Soviet leaders have done very arbitrary things.

Needs either a Socialist Japan, or... something like a war event where an Ainu unit distinguishes itself in combat so much that the Emperor decides to reward them with special status.
