Germany 1945-46: more extensive Werewolf resistance

During the closing mths of the war in Europe, diehard fanatical young Nazis of the HITLERJUGEND had been organised into the Werewolf movement, whose aim was to conduct protracted guerilla resistance against the advancing and occupying American and British forces, and their appointed local German representatives, in the name of continuing to defend the Fatherland and fight for Hitler. OTL, there were incidents of sabotage against Allied occupation forces allegedly committed by the Werewolves, with the most serious incidents being the assassinations in March 1945 of the Mayor of Aachen and Maj Gen Maurice Rose, CO of the US 3rd Armd Div (SPEARHEAD) and the highest-ranking Jewish officer to be KIA, at Padeborn. There were also fears among the US High Command, as discussed in the final episode of BAND OF BROTHERS, that diehard SS troopers would retreat into the Bavarian Alps to continue waging a last stand against the hated Allied forces. However, in the long run the Werewolf resistance movement didn't pose a very substantial threat at all to western Allied control in Germany, despite Anglo-American fears, with occupation and reconstruction efforts proceeding largely unhindered by any largescale diehard Nazi resistance.

What POD/s would be required to make the Werewolves a much greater threat to the Allied troops in Germany during 1945-46 ? How harder a time would the Allies have had in pacifying and occupying Germany against a strong Werewolf movement, which could have also been supported by remaining fanatical SS units and ODESSA intelligence agents ? Would the Allies have had to commit their occupation divs for a much longer period of time than OTL, and would such units as the 101st Airborne, 3rd Inf Div ROCK OF THE MARNE and 2nd French Armd Div, as portrayed in BoB, have been compelled to continue fighting a protracted guerilla war in Bavaria's mountainous terrain, instead of having the OTL easy time that they had of storming Hitler's BERCHTESGADEN ? Would such a scenario of a greater Werewolf threat have given Allied occupation forces a much tougher time equivalent to the current situation of continuing pro-Saddam resistance in Iraq ?
