german and portugal union plasubility check

There not be any kind of way unite Portugal and Germany between 1900 and 1914. These are totally different countries. And Portugal is ally of UK which make union between Germany and Portugal even more difficult. Hardly even personal union is possible.
 
Short answer: No.

Long answer: 1900-1910 they have independent monarchies not marrying into eachother. 1910-1918 Portugal is a republic and Germany an Empire so neither one is going to want the other's form of government, 1918 onwards both are republics so neither one is going to vote for a union just of those two countries.

Closest you can get is a federalised EU, but that's not really what you're asking for.

It will take several but:

The Russians crush the Japanese in quick order

They therefore keep to the Bjorko alliance with Germany smashing the Entente as France has no choice to adhere to it rather than to Britain

Then in 1910, when Revolution breaks out in Portugal, the Russians and the Germans seize upon it as an opportunity for gain and move to restore order in Lisbon. Britain is helpless and can't intervene as the French (most reluctantly) and the Spanish (who want to defend the monarchal principle) allow the Russians and the Germans to send forces by rail.

Having restored order in Portugal, the Russo-German alliance turns their attention to Persia where the Russians pour forces in to destroy the Parliamentary forces.

Afterwards, the Russo-Germans strike a deal where by Germany gets a mandate to occupy Portugal and her colonies and Russia occupies Afghanistan and Persia
