Eisenhower Dies, is Succeeded by Nixon: Effects on Civil Rights?

If Eisenhower had died during his term and been succeeded by Richard Nixon, what would the effect on civil rights have been?

Differences from OTL would probably be fairly minimal. Nixon was fairly progressive on civil rights, but he probably wouldn't have been able to get a genuine civil rights bill with teeth through the Senate. (It took LBJ to make that happen.)
