Edwards Deming in the government

What are the chances that W. Edwards Deming, the quality-control guru who many credit for much of Japan's extraordinary industrial success after WWII, could have been appointed by Truman (or by Dewey in a Dewey-Defeats-Truman scenario) to an influential position, possibly Secretary of Commerce or economic adviser to the president, and used that position to spread his quality-control wizardry in the U.S. instead of Japan?
