Right, back in 1946 the leader of Yugoslavia Josip Broz Tito and the Bulgarian leader Georgi Dimitrov were on the fast track of forming the Federation, problem was, Tito got into a conflict with the Soviets and was demanding some stuff Bulgaria could never agree on (breaking the country up and incorporating it into Yugoslavia in parts)
Eventually in OTL, he backed out, partially because of the Soviet troop presence in his own country, partially because of some friendly moves by Soviet leaders. In the end, Yugoslavia and Bulgaria together formed the Balkan Federation.
Question is, what if Tito didn't back off, what if the Federation was never formed?
