DBWI: Revolution of 1938 never happens

As we sit on the eve of the 60th anniversary of the Red Revolution of 1938, comrades, I as a good, alternate historian, must ask: what if it had been delayed? The Proletarian revolution was inevitable of course, but the course of events that woke the People never had to turn the way they did. When that bourgeouis fool Garner was elected after his running mate died (What was his name? Rosencrantz?) and did nothing, the upper class sealied its fate. Garner did nothing to help the People out of his classical liberal 'principles' and his replacement Wilkie oppressed the masses further. The people found their voice; Browder and Thomas raised the red flag over the Red House (it was painted white then) this very day that year.

So, what would have happened if the Revolution had been delayed? Suppose Garner grudgingly throws the proletariat a few bones, enough to keep discontent from forming the tidal wave it did OTL? When would the Revolution come? Perhaps in the aftermath of the 70's Long Slump?
