Using a POD no earlier than 1914 come up with a scenario where WW1 ends with no real winners, but in the collapse of all major european powers (including the ottoman empire and russia) into smaller warring states. the various colonies can either gain independence, collapse into civil war or be gobbled up by someone else

Most european armies were pretty close to collapse by the summer of 1918, the british army being an exception and they were hurting badly too. Lets make things worse

Mix that in with communist risings
