Can the Tokugawa pull a Meiji?

Provided through some means, such as an earlier decisive victory against their enemies, sheer luck, more foreign support, could a surviving Tokugawa "pull a Meiji", by whatever definition of that phrase you choose?

Would they be more militaristic earlier? Maybe an earlier, unsuccessful invasion of Korea? Would they fall apart? Be dominated by the Western powers?
