British Capture Continental Congress Preemptively

Could the British capture the Continental Congress in Philadelphia before it can properly organise the Continental Army etc?
 
how exactly are they captured? do you mean that the british smoke out and arrest the members of congress? or when the British army captures Philadelphia in 1777? Personally I don't see either happening, since I don';t see the British Army managing to sneak up on philadelphia without word of warning getting to the various members of congress in time to escape, nor do I see the British managing to exert enough influence in the colonies to get the founding fathers captured in secret.
 
Fair enough, just an idea I had whilst watching HBO's 'John Adams' - A member of the Continental Congress suggests that two British Warships are sailing up the Delaware to capture Philidelphia.
