Bosnia and Herzegovina was administered as an imperial condominium territory. In other words, it was under control of both Austria and Hungary. Colonies elsewhere might be administered under a similar arrangement, being imperial instead of royal.
I think the attitude will be "the empire is Austro-Hungarian!" with some kind of system to give equal representation in administration to Germans and Hungarians.
