In 1949 the United States Federal Government established the Federal District as the capital after the Alliance of European States smuggled a 100-Terajoule (24-Kiloton) nuclear bomb into the United States and detonated in front of the Capitol Building.

All US Government facilities were built into a vast fortified complex into the Newtonian Mountain (named so after President Robert F. Newton, who was in Office during the War). This includes the Congressional Hall and the Supreme Court; the Executive Manner was built on the mountain, but most of it is underground, and it's connected to the Newtonian Complex via tunnels.

Newton City is built into and around the mountain. The Inner City, as the portions in the mountain are known are divided into three sections; the Outer Section, where typical civilian activity and business is as any other place; the Government Section, which civilian access/tourism is permitted but with restrictions; the Closed Section can only be accessed by authorized individuals.

Outside of the Inner City, most buildings tend to be built partially underground out of fear of another nuclear attack on the capital.

13th Amendment

Ratified: December 13th, 1878

Subject: Abolishes Slavery and involuntary servitude except for crimes.


14th Amendment

Ratified: May 13th, 1879

Subject: Grants citizenship to any person born in the United States, or residing in a territory at the moment that territory comes into possession of the United States.


15th Amendment

Ratified: June 15th, 1901

Subject: The right of any citizen to vote sixteen years of age or older may not be denied based on race, sex, or previous conditions of servitude.


16th Amendment

Ratified: March 13th, 1912

Subject:

Section 1: No state shall make any law respecting an establishment of religion or prohibited the free exercise thereof.

Section 2: Prohibits government aid to institutions that have religious affiliation.


17th Amendment

Ratified: July 15th, 1920

Subject:

Section 1: The authority of Congress to declare war shall not become effective until confirmation by a majority vote in a nationwide referendum. The only exception is in the event of an attack on territorial holdings of the United States or an allied nation.

Section 2: During a war, except those declared in response to an attack, a nationwide referendum must be held every five years to vote on continuation of the war.

Section 3: In the event of a declaration of war the United States Government may take control of businesses, industries, and properties necessary for the operations of war.


18th Amendment

Ratified: October 30th, 1921

Subject: The United States cannot enter a war on behalf of an aggressor nation, even with a referendum.


19th Amendment

Ratified: January 15th, 1929

Subject:

Section 1: The right of citizens aged sixteen or older to manufacture, sale, or consume any substance, regardless of effects, shall not be denied.

Section 1: Sale or gifting of toxic or intoxicating substances to individuals under the age of thirteen is prohibited and is a mandatory ten years imprisonment.


20th Amendment

Ratified: January 17th, 2031

Subject:

Section 1: Establishes a basic living wage for all workers.

Section 2: The salaries of elected officials cannot be raised or lowered unless the Living Wage is raised or lowered by the same percentage.


21st Amendment

Ratified: March 29th, 1931

Subject:

Section 1: The United States Government may take possession of uninhabited and/or unused land to provide adequate shelter for residents of the United States.

Section 2: Citizens of the United States take priority over non-citizens.

Section 3: Anyone housed via government aid is required to provide labour and services if capable.

Section 4: Section 1 must be used in the event that 1% of the United States inhabitants do not have shelter.


22nd Amendment

Ratified: February 29th, 1932

Subject:

Article 1: Congress shall have the power to lay and collect taxes from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.

Article 2: Taxes may not be collected from incomes lower than two times the Living Wage.


23rd Amendment

Ratified: May 25th, 1933

Subject: No person may denied services or the right to employment from any business or organization on account of race, sex, or religion.


24th Amendment

Ratified: November 11th, 1936

Subject:

Section 1: The Government shall provide free and compulsory education to all children from the age of four to the age of sixteen.

Section 2: The Government shall provide free education to all citizens between the age of sixteen and thirty-two; anyone who fails to complete their government-provided education program may be required to pay compensation.


25th Amendment

Ratified: June 22nd, 1939

Subject:

Section 1: Any individual suffering from an incurable and debilitating disease or injuries may opt to be euthanized.

Section 2: Children, or individuals who are unable to make decisions on their own, may be euthanized at the authorization of their parents, guardian, or caretaker if their condition is severe enough.


26th Amendment

Ratified: August 14th, 1956

Subject: The United States Government may not claim territory from another nation by purchase nor by treaty.


27th Amendment

Ratified: April 19th, 1961

Subject:

Section 1: Any person convicted of committing murder, rape, inflicting unnecessary abuse on a child, committing an act of treason, or conducting espionage against the United States must serve the scientific and medical communities.

Section 2: Sixty-five percent of the convicted must be euthanized so that their organs may be donated to patients in need; thirty percent are to be used for scientific and medical research; the remaining five percent are to be used for military research m


28th Amendment

Subject: No person may hold the Office of President for more than twelve years.


29th Amendment

Subject: Abolishes the winner-take-all nationwide in favor of split-Electorals.


30th Amendment

Ratified: February 12th, 1972

Subject:

Section 1: The right to marriage and sexual interaction between a male and female sixteen years of age or older may not be denied on account of race.

Section 2: Sexual interaction between persons over the age of twenty and persons under the age of thirteen is prohibited; the older participant is to be charged with rape.

Section 3: Creation or Possession of photography and/or filmography of persons under the age of thirteen engaged in sexual intercourse is prohibited and is mandatory ten years imprisonment.


31st Amendment

Ratified: February 17th, 1980

Subject:

Section 1: Establishes eleven Judicial Regions, which are to be redrawn at every census based on population.

Section 2: Each Judicial Region may appoint one Supreme Court Justice via popular vote; The Senate may select a temporary Justice if a member is removed from the position or is incapacitated.

Section 3: Judicial Elections will be held every ten years on the first Monday of September; inaugurations are to be held on the first Monday of December.

Section 4: No Supreme Court Justice may serve more than two terms.

32nd Amendment

Ratified: June 7th, 1992

Subject:

Section 1: Establishes the War Committee, and gives it sole authority over any weapon capable of exploding with a force of 40 terajoules of energy or more.

Section 2: Gives the War Committee the power to authorize the use of such weapons without a nationwide referendum if the United States Federal Government has been incapacitated or is in immediate danger of being incapacitated.

Section 3: The Government will provide secure and luxurious housing for members of the War Committee and their families.


33rd Amendment

Ratified: September 5th, 2001

Subject:

Section 1: Allows for abortions at any stage of pregnancies if there is a possibility that the child will be born with debilitating physical and mental condition, or if conceived by rape.

Section 2: Requires mandatory abortion if either parent is carrying an incurable disease that can be transferred to the fetus.

Section 3: Prohibits abortions outside of rape or medical reasons, with mandatory imprisonment up to five years for all willing participants of the abortions.

Major Parties

Whig Party: Favors a more powerful Federal Government.

Barist Party: Barism, established by Robin Baris, favors a completely centralized economy. They believe that essential services (food, medical, education, transportation, etc) should be operated by the government.

Democrat Party: The Democrats prefers more powerful state and local governments and a weaker Federal Government.

Autonomous Party: Prefers limited restrictions by government on business.

Liberty Party: Believes in limited government intervention in people's personal lives.

Notable Minor Parties

People's Party: Based on Rahnerism (established by Peter Rahner), it supports a more extreme version of the Autonomy Party's ideals. Instead of merely giving power to local governments, they propose giving it directly to the people. All laws and decisions should be made by the populous. Furthermore, they propose a separation of Public Laws and Private Laws; all property owners have complete authority to do as they please on their property.

Moralist Party(Formerly Muraist)' Based on a novel by Japanese-American author Christina Murai, members of this party proposes a society of absolute order under the government. Everyone would receive what they need to survive, and no more. Citizens would live in towering apartment buildings to minimize usage of space, and everyone would be employed. Extreme population control, while forced euthanization would remove the elderly and disabled.

Conflicts

Second Great War (1943-Present)

The Second Great War is a conflict between the United Americas Defense Organization and the Politisa. The two sides agreed to a ceasefire in 1952 following the detonation of seven nuclear weapons between 1948 and 1951.

Since the Ceasefire both sides have engaged in an arms race, and the threat of all-out nuclear war remains a constant threat.

This project is obviously an expansion of this one. This one is not, by any means, close to being complete, but it's enough for me to showcase it here.

Although I'm only posting constitutional amendments 13-35 due to not being like OTL, I will develop information on every state, including those without different borders. This is mostly due to different population figures and politicians.

Your alt-16th amendment isn't going to happen, is it? Not with the whole of Mexico in the way. The 17th is already taken care of by the 1st. The 18th can't really happen, either. I love the 19th and 21st, but the 20th and 29th make no sense. The US would be even more expansionist TTL, wouldn't it? How did the 23rd and 27th get passed without a Marxist government in power? I never thought about legally defining a minimum weapon energy output. Not a fan of the 'secure and luxurious housing' clause, though.

Did you pick a dividing line in the old Spanish casta system and put everyone above it in C and the rest in N? It may be more work, but splitting out "Hispanic" from both groups might make more sense.

Your alt-16th amendment isn't going to happen, is it? Not with the whole of Mexico in the way. The 17th is already taken care of by the 1st. The 18th can't really happen, either. I did remove some that seemed a little unrealistic, although some are more justified. The 16th and 18th are gone.

I left the 17th (now 16th), as there was a proposed for such in otl. Plus the 1st only prohibits Congress from establishing religion.

20th was moved to 1956 (now the 26th). I do think the US would eventually slow down due to becoming overburdened.

The Barist Party is the same as the Marxist in OTL, and has a stronger influence in the United States than OTL.

Even if marriage shouldn't be defined by law, it has been in the past.

As for the 34th's housing clause, I suppose it could be removed.

As for the ethic groups, It seems likely that white Hispanics would be under the same category as other whites while Mestizos would fall under native or mixed.

I'm sort of working on this again.

I removed the demographics data since it was clear that it was poorly done. I also decided to add the top city and capital, rather than the five largest cities.

I added descriptions to the Federal District and Mexico State. Not all states will get descriptions beyond basic data, just those I find interesting; mostly those either not part of OTL US and/or have had their borders altered from OTL.

More details about Alliance of European States could be awesome.

I may create a thread for it at some point, or allow someone to work on it in a sort of collaborative thing. Though, I imagine the members of this Alliance being closer to Nazi Germany in nature.

I will give hints to it in this thread, though. There is a reason that New Leon is going to have a high Jewish population, for example.
