AHC: Navarrese Colonies

Can anyone come up with a situation in which the Kingdom of Navarre could have it's OWN colonies in the New World?? Restrictions:

1) POD after 1400. Bonus points for a POD after 1500. EXTRA bonus points for a POD after 1589.
2) Navarre must be independent: can't be in Personal Union with another larger Kingdom (France, Castille, Spain). (And the colonies can't be the legacy of a past personal union).
3) Navarre must have a port from which to colonize. Since Navarre no longer had a port in 1400, they will need to win one back via war or diplomacy before they can begin colonizing.
4) The majority of the White population of the colony must be descended from the territories held by Navarre in 1400. These colonies can be acquired from another power, but must be settled by enough Navarrese folk for the White population to be mostly Navarrese (but the population does not have to be majority White).

They stay independent
They keep Viscaya
And then through war or just colonization they end up with an island in the Lesser Antilles

In order to have a Navarrese port, you need an earlier POD, at least in 1200.
