Your goal is to have the dominant government form of the world be Absolute, Constitutional and Parliamentary Monarchies, with outright Republics and Democracies being rare as Monarchies nowadays.
With POD after 1900 is pretty difficult make republics so rare as monarchies nowadays in OTL. But best way would be victorious CPs so you have more monarchies, leastly you have almost whole Europe monarchist.
