Washington's popularity at the time was huge, and he was uncontroversial, unlike any other major candidate. Anyone trying to create a scandal around him would probably have faced mob violence. If he's alive, and in reasonably viable health, and wants the office, he gets it.

The seeming impossibility of it is what makes it a most excellent AH challenge! There must be some reasonably plausable scenarios in which Washington tries to run for re-election but fails to win.
