Originally, libertarians were what we would consider "leftists" and had more in common with modern libertarian-socialists. It's only more recently, and moreso in America, that libertarian is associated with being pro-capitalism. So which version of libertarianism do you mean?

I mean, before the Progressive reforms mandating things like work safety, consumer protection laws, etc. couldn't it be said that this was the case already?
Basically, yeah. It wouldn't take that large of a change to the constitution to do really, perhaps an amendment or a part of the core document explaining that the constitution didn't just list what the government did, it listed the only thing that the government did. That would make the Progressive reforms nonstarters as they involve expanding the government power.
