AHC: Make Brazil a Nuclear Weapons State

Someone to the left of Lula gets elected President in the post-Junta era, allies with Chavez, and thus gets put in the 'Axis of Evil' column by Bush? In response, Brazil develops nuclear weapons as a deterrent after a different post-9/11 world that sees a U.S. invasion of Cuba or Venezuela?

OTL Brazil and Argentina both had weapons programs.

Have non-proliferation be less successful, and Brazil, Argentina and South Africa (at least) would all have nukes today.

Mind you, it wouldn't be a 'large' stockpile, likely. More like dozens of weapons?
