AHC: Establish 'BoozeTown'

After reading this very interesting article about the tale of this city which would never be realized IOTL, I decided to set this AHC for it. Your challenge, should you choose to accept it, is to create (or postulate) a plausible ATL in which the city of 'BoozeTown', USA (or another city, established with a similar premise by someone else) is actually established, with any POD after 1900. Up for the challenge? And how would we go about doing this? For a potential POD, WI a US State (probably easiest with Connecticut and/or Rhode Island, the two US states which rejected the Eighteenth Amendment IOTL) decided to lift prohibition and legalize alcohol prior to any other US states, in a similar manner to the way in which Nevada legalized casino gambling?
 
An island just outside the US 3 mile limit would make some sense.

Get Canada not to enact prohibition - or better yet, have e.g. Nova Scotia allow booze (possibly in special zones). You could have a roaring cross border trade.

Canadian prohibition was weird. Some provinces prohibited the consumption, but not the production of alcohol, so there were distilleries that were technically legal - they just didn't have any legal outlet. Then, too, different provinces had different rules, so sneaking stuff across borders during the middle of the night happened a lot.

I could just see a Manitoban or Ontarian bordertown being allowed to sell alcohol - but only to 'Americans' (heh, like that wouldn't be abused). Possibly Minnesota/Michigan set up similar operations on their side. Purely for Canadians, don't you know.
