What possible POD could result in the crippling of the IJA's control in the Japanese Government and/or eliminate their mentality of dragging Japan into successive, costly wars and the commiting of war crimes?

Could it happen before Pearl Harbour? Before Nanjing? Before the Marco Polo "Incident"?

The U.K. trains both the navy and army, instead of the army first being trained by France then Germany. Could that produce a more unified military?

Why did the Army end up so powerful, as a series of islands why didn't Japan end up like Britain with the navy being on top?
