AH Challenge - Peaceful return of German colonies

Adolf Hitler is reported ready to demand the immediate return of Germany's colonies taken from her by the Versailles Treaty.
It is possible that an ultimatum to this effect will be presented to Great Britain, France, Belgium and Japan sometime during the next 30 days. Hitler already has paved the way for it by his speech last week to the Reichstag. He said:

"Germany raises no colonial demands regarding countries which took no colonies from Germany."

That was a negative way of saying that the Reich might seek the return of every colony taken from her after the World War.
In advance of the presentation of Germany's demands, England and France, who have most of the ex-German colonies, are not revealing what their attitude will be.
But it is a forgone conclusion that they will reject the Hitler ultimatum. And if they do so, Belgium and Japan are certain to follow suit.

Now, the challenge is, to make at least one country accept the ultimatum. Extra points if you manage to get all countries to do so. ;) It might be impossible, but still, maybe there is some genius who can do it! :D

EDIT: Forgot one more thing: mininum POD is 1930. ;)
