A United States of Colombia w/only OTL Colombia, Venezuela, Panama - could it work?

And not just could it work - but how would it come about? Would a collapse of the original Gran Colombia be necessary or would it have to be reformed? Or would it have to be something else?

(Bonus points if Trinidad, Tobago, and the Galápagos are included, but are not necessary - of these, in fact, the Galápagos would be more desirable IMO.)
 
By United States of Colombia, what do you mean? sorry it is just that to me it is a bit confused since it was the official name of Colombia between 1863 and 1886...

to meet your conditions it would have to be a second gran colombia, and to happen before 1863 (before 1863 today's Colombia was named New Granada) perhaps if Santander gets the presidency before 1828 we might see a federalized Gran Colombia, but it won't be like the USA, or the USofC (they were a bit further in federal govt than USA) plus, it would still own all of Ecuador... if there is no reason for Venezuela to leave, there won't be a reason for Ecuador to do so...

Any Caribbean Island beyond San Andres and Providencia is out of the question until the 1870s at least, either if it's Gran Colombia surviving or rebuilt

perhaps if Mosquera manages to do so on his 1863 presidency (which gave us the OTL USofC) we might see it done... but I'm not sure how could he short of military conquest and it would be a too messy affair to actually integrate Venezuela with success...
