BUT say the ever fertile minds in Vienna developed an effective and ruthless anti-terrorism unit say around 1900.
Can they take out Apis? Can they prevent the regime change in Belgrade? If not, can they change the course of the Balkan Wars? Can they destabilize (the already unstable,IMO) governments in Serbia and Romania.
Speaking of Romania, can they cause the 1907 uprising to be worse? There are theories A-H stirred this up.
I think the possibilities are intriguing...
