A different Yugoslavia

This may be a little out there, but what if instead of being based on the Serbo-Croatian language area that the OTL yugoslavia was based on, instead was based on the orthodox south slavs, a Serbo-Bulgarian Nation that consisted of the Moesia area instead of the Illyria of OTL Yugoslavia

Does this make sense, and would it be at all possible?

How similar are those two languages?
 
Probably you need pre-1900 POD before this is possible. It would be very difficult get Bulgarians and Serbs to same nation.

And I doubt that this Yugoslavia would work any better than OTL Yugoslavia.

Probably worse during that time frame
 
How similar are those two languages?
Very different in grammar. Bulgarian and Macedonian have almost no cases, but have articles! They are like the English/Italian of the Slavic languages. Serbian, while featuring some dialects that are close to Bulgarian, has its cases intact, and features no articles.
