What would a successful United Arab Republic look like?

Historically, the United Arab Republic was a short-lived union of Egypt and Syria formed and led by Gamel Abdel Nasser from 1958 to 1961 but what if Nasser was able to turn the UAR into a lasting federation of Arab states? What would it look like? How would it develop? What would its foreign policy look like?
 
Without as much oil as the rest of it's neighbors, it probably look a lot like Syria does today, a war zone with tons of unhappy Moslems...

The success of such state would vindicate Arab nationalism meaning that Islamism is far less of an ideology in the Arab World. Not to mention the Assad family coming to power which lead to the sectarian tensions which resulted in the Syrian conflict, isn't coming to power. For the Oil both Egypt and Tunisia which don't have as much oil as their neighbors have not collapsed civil war neither.
