With a PoD anywhere between the Yalta Conference in 1945 and the fall of the USSR in 1991, how could we make it so that the Warsaw Pact countries of Eastern Europe, set up IOTL as puppets or clients of the Soviet Union, end up as autonomous from Moscow in regards to international policy as the western European countries were autonomous in regards to Washington?
Perhaps a PoD around events such as the Tito-Stalin Split, the 1956 Hungarian Revolt, or the Prague Spring? Or maybe shuffling around the leaders of the USSR (perhaps a more liberal Khrushchev), extending the impact of the Sino-Soviet Split, those types of things?
 
Maybe if socialdemocrats in germany and the communists parties in france and italy rise to power or get more influence in the second half of the forties or beginning fifties stalin or jruschev moves the line of what they consider acceptable.

Maybe a completely dearmed pacifist Germany and demilitarized area of eastern Europe as a buffer zone between NATO and USSR I can see that as a possibility
